Been using this myself since the early days and its the main sweeper on my team. Its bulky enough without EV investment. Jolly makes sure nothing can outspeed it and that it can at least tie with rival ScarfChomps.

Flamethrower or Fireblast - its your preference. Fire Blast is a guarenteed 2HKO on Skarmory, as long as you don't miss, while Flamethrower is a potential 2HKO, but not guarenteed. With SR support, you should pull it off though.

Counters
As with any Dragon, Ice Shard hurts him, but it can often take one, especially off a Donphan. A Weaville will only OHKO with Ice Shard if it's wearing a Choice Band. Life Orb doesn't guarentee it.

Suicune is generally bulky enough to take any of its attack and strike back with Ice Beam. Hippowden will wall it effectively enough, but its SandStream will actually help Garchomp. DOnphan as mentioned above can usually 2HKO him with Ice Shard while Garchomp can barely 3HKO back.

This is a more attack focused set. It's got enough speed to outrun ScarfCross, though any Scarfers with 90 or more base SPD will out run this. The advantage of this is that you can run 394 ATK and beef yourself up with quite a bit more HP. Feel free to alter the SPD EVs to outrun specific targets.

Dragon Claw works well here as it makes it far easier to hit and run with the Scarf rather than being locked into Outrage. The latter is still an option though if you don't mind it.

Counters

Does Outrage lock you in till the bitter end, then? I thought you could switch out whenever you wanted. Also, maybe an Angry Chomp V1 and V2 to separate them.

Just been wondering about a specs set for Garchomp, and it can work quite well methinks.

Garchomp@Choice Specs
Modest
252 Sp Attk/ 252 Spd/ 4 Hp

-Draco Meteor
-Fire Blast/Flamethrower
-Surf
-Hidden Power Electric

With these being the only real special attacks that chomp gets access to it pretty impressive with what it can do. Working off a base Sp attk of 80 means that it hits a max 426 with specs. You've got to admit that with a STAB'd Draco meteor thats really gotta hurt. Although 80 may seem a low base power for Chomp, its the same base attack stat that Dugtrio works off and so its not as bad as first perceived. Draco meteor for pure power and STAB, with Fire Blast and flamethrower its an Accuracy versus power issue that you have to decide for yourself. Surf because Garchomp really doesn't have any other Special moves, and Hidden Power electric provides some good coverage although this set already has pretty good coverage.

Counters: Most of the games OU Special walls can do an effective job at countering this guy, although they won't be coming in on the first switch in, as your opponent will expect a physical set. Blissey is a threat as it will pack ice beam and can wall all attacks.

The essential thing about this set is that it is so unexpected and so you will have your opponent switch to their physical wall upon seeing Garchomp. This works very well in your favour, and the initial surprise can work well in easily taking out a few members of the opponents team.
